Resolve "Create one CI job per packet"

base/devel docker image is not available anymore.

We use by default the archlinux/base image and on top of it
we build amdg2/archlinux-base-devel

This other image is pushed to docker hub and used to build packages

The build.sh script now takes one parameter: the package name
The build is split in in two stages:
- The packages build
- The repository build

The packages build stage  contains one job per package to build.

The packages.list file is removed because it is now useless

The deployment is now only triggered on master branch

In case DEPLOY_TEMP_DIR doesn't exists on deploy server the deployement
will fail.
We need to create it if it doesn't exists.
